Block messages with attachement and notify the sender.

Hi,

I've setup a rule following example 1 at page https://technet.microsoft.com/en-us/library/dn950026%28v=exchg.150%29.aspx?f=255&MSPPError=-2147217396

This rule partially works, the email is blocked when it contains an attachment but it is also block when it does not contain any attachement.I would really appreciate any help provided here.

The delivery failure is clear and display notification from the rule created : "This
message has been rejected because it contains an attachment."
