Any changes to Exchange 2013 DAG mail flow settings requires Transport Service Restart

Hi,

I setup a two node Exchange 2013 CU3 DAG cluster with CAS/MBX roles colocated. They are balanced by a couple of Kemp virtual load balancer 

Any changes to Exchange 2013 mail flow settings (e.g. accepted domains, receive and send connectors) requires Transport Service Restart to take effect.

Same setup in lab environment does not have this issue.

No coexistence with other Exchange versions.
